In Florida, the struggle for affordable housing is more pressing than ever. Funding for affordable housing programs has become top of mind for legislators and policymakers in Tallahassee. The 2023 Florida Legislative Session made monumental strides toward increasing accessibility to affordable housing in the state. Notably, the Live Local Act, a priority of Senate President Kathleen Passidomo, is one of the most monumental pieces of legislation since the passage of the Sadowski Act. Beyond policies aimed at building more affordable housing and addressing zoning and land use challenges, the Act fully funded the State Housing Initiatives Partnership (SHIP) and State Apartment Incentive Loan (SAIL) programs, the core programs of the Sadowski Housing Trust Funds, with $511 million for the 2023-2024 fiscal year. The Legislature allocated over $1 billion for affordable housing, including additional housing projects. Although the Live Local Act historically changed how the Legislature approaches affordable housing policy, moving into future legislative sessions, ensuring that the core Sadowski Trust Fund programs of SHIP and SAIL continue to be fully funded is vital to address Florida’s increasing affordability challenges.
